The US naval ship USNS Richard E.Byrd (T-AKE 4) with nearly 150 soldiers and civil staff on board docked at Cam Ranh Bay in Khanh Hoa province on May 24.
The ship will be repaired at the Cam Ranh shipbuilding plant from May 25 to June 7.
The 18,903 tonne ship belonging to the 7th US Fleet in the Asia-Pacific region is in charge of carrying ammunition and dry cargo.

Vietnam’s Foreign Ministry once again requested China to release Vietnamese fishing vessels detained by the neighbouring country, calling it a “serious violation of Vietnamese sovereignty”.
The ministry’s spokesman Luong Thanh Nghi said in a regular press conference on May 24 that China seized two fishing vessels and 14 Vietnamese crew members on May 16 in the Truong Sa (Spratly) Archipelago.
Five days later, China released one vessel and all the crewmen, who safely got back to the mainland on May 23.
However, it detained the other vessel that contained all the seafood and fishing equipment of both ships.
The Foreign Ministry met representatives from the Chinese Embassy in Hanoi to complain about China’s seizing Vietnamese vessels and fishermen in Vietnam’s territory.
“Vietnam requests China promptly return fishing vessel QNg 5003 TS and all assets seized by China on May 16 and discontinue this activity,” said Nghi.
He also asked China to release another fishing vessel detained since March 14.
Addressing a question on the upcoming visit of the US Secretary of Defense, the spokesperson confirmed that Leon Panetta was expected to be in Vietnam from June 3-6 as part of his Asian tour.
“This visits aims to increase mutual understanding and cooperation between the two ministries,” he said.

Danang, 28 April 2012: Crown Games Club and Co Do Hue Water Puppetry Company work together to hold the first ever water puppet show in Danang, at the front garden of Crown Games Club.
Starting from 1st of May, there will be two shows, first one at 8pm and second show at 9pm daily at the Crown Games performance by Co Do Hue Water Puppetry.
As a quintessence of Vietnam, water puppet is a tradition that dates back as far as the 11th century. The shows are performed in water in which a large rod supports the puppets under the water and is used by the puppeteers, normally hidden behind a screen, to control the dolls. Thus the puppets appear to be moving over the water with traditional background music by the Vietnamese orchestra. When viewing the water puppetry shows, guests could understand better about the Vietnamese culture.
There will be introductory performance on 28 April for guests with invitations such as representatives of the Danang Tourism, local travel agents, travel agents of charter flights from China, representatives from 5-star hotels in Danang and local media.

Six months after opening a subsidiary in Frankfurt, Germany, the Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) has completed all procedures to debut its branch in Berlin in late May 2012.
VietinBank’s four-storey building is located in Lichtenberg borough, home to over 4,000 Overseas Vietnamese (OV) among the total 12,000 OVs in Berlin.
The borough also houses two Vietnamese commercial centres, Dong Xuan and Thai Binh Duong, gathering hundreds of small Vietnamese traders.
On May 7, the branch in Lichtenberg opened its door to guests, but the official inauguration ceremony is due to take place on May 28.
Vo Minh Tuan, deputy general director of VietinBank, said the bank is scheduled to upgrade its branch office in Germany to be its headquarters in Europe and will continue to expand operations to other countries such as the Czech Republic, Poland, France and the UK.
Forbes has recently listed VietinBank among the 2,000 biggest public companies globally.

The International Finance Corporation (IFC) on May 24 granted a credit package worth US$25 million to Orient Commercial Joint Stock Bank (OCB) to increase capital accessibility for small-and-medium-sized enterprises, especially those managed by women.
The credit includes US$15 million directly sponsored by the IFC and US$10 million assisted by BNP Paribas bank, a foreign strategic partner of OCB.
All sides agreed to spend US$5 million out of the total expanding credit opportunities for businesses owned by women.
Nguyen Dinh Tung, acting general director of OCB, said the credit will target such fields as production, imports, exports, trade, service and agriculture.
Simon Andres, IFC’s Regional Manager of Vietnam, Thailand, Cambodia and Laos, said the credit will help OCB reinforce capital capacity and business growth, create more jobs and increase incomes.

Taxation bodies, customs agencies, treasuries, the two chosen commercial banks and enterprises have been making hectic preparations for the implementation of the pilot plan on refunding VAT to foreigners.
From July 1, 2012, people who leave the country are reimbursed 85 percent of the VAT they have paid. The remaining 15 percent is used as service fees to pay banks that handle tax repayments.
Such practice has been introduced in the world for the last tens of years, but is now put in place in Vietnam, said Hoang Viet Cuong, Deputy General Director of the General Department of Customs.
In the first two years, commencing from July 1, 2012, the tax refund will be applied only to foreigners and Vietnamese people, who settle down in foreign countries and show entry-exit documents granted by foreign countries at the two international airports of Noi Bai in Hanoi and Tan Son Nhat airports in HCM City.
According to Cuong, if the pilot program runs smoothly, Vietnam will not have to wait for two years as previously planned to begin applying the scheme in a large scale. By that time, the tax refund scale will be enlarged, and the tax refund will be carried out at many international border gates – the air, road and sea border gates.
However, experts have warned that it is no easy task to implement the tax refund because of the large number of people subject to the tax refund, with the number of foreign tourists to Vietnam increasing rapidly by 15-20 percent per annum.
Besides, the tax refund will need the close cooperation among relevant branches including customs agencies, treasuries, taxation bodies, banks and enterprises.
In the immediate time, customs agencies will take the initiative in cooperating with relevant branches to build up the customs examination and reimbursement procedures and set up necessary regulations, to ensure that the formalities will not cause inconvenience to foreigners.
Nevertheless, Cuong admitted that there always exists a big gap between the will and the implementation. Even in developed countries, which have been carrying out the tax refund scheme for the past decades such as the Republic of Korea, the US or Germany, troubles still occur.
The General Department of Customs has estimated that with six million foreigners traveling to Vietnam (in 2011), and each of them buys the goods worth US$200-300, Vietnam’s export turnover is estimated to increase by US$1.5 billion at least.
Enterprises to be chosen to sell free-duty goods to foreigners will enjoy a big profit thanks to boosting sales to foreign tourists.
In order to be chosen to sell duty-free goods, enterprises just need to have headquarters or branches, shops or agents located in Hanoi, HCM City or the handicrafts villages which are the key points in the tour routes.
Despite a lot of benefits, Vu Van Truong, Deputy General Director of the General Department of Taxation, said not many enterprises want to join the pilot program because of complicated procedures and techniques in selling duty free goods.

The figure was down by 2.6 percent compared with the March figure, and by 4.9 percent against the same period last year.
The percentage of seats occupied on domestic flights was only 79.1 percent, a year-on-year decrease of 2.3 percent, which is 2.1 percent lower than the set target.
To cope with the downward trend, especially during the off-peak season, Vietnam Airlines is preparing to cut the number of flights to reduce costs.
The three remaining airlines, Mekong Air, VietJet and Jetstar Pacific, have not released any business results, but statistics show that they also saw drops in passengers and cargo, according to a representative from Vietnam Airlines.

China considers Vietnam as a market of great potential, and an important economic bridge between China and ASEAN, according to an official.
Vietnam has abundant natural resources, a large workforce, an increasingly better investment climate, and a beautiful landscape, said Ma Mingqiang, Secretary General of the ASEAN-China Centre based in Beijing.
Ma remarked that over 100 of 500 largest global businesses have invested in Vietnam and Chinese enterprises should avail themselves of current good opportunities to increase its investment in the Southeast Asian country.
The statement was made by Ma at the opening ceremony of the Vietnam-China forum for economic, trade, investment and tourism cooperation jointly held by the Vietnamese embassy and the ASEAN-China Centre in Beijing on May 21.
Participants in the event included Vietnamese Deputy Foreign Minister Nguyen Thanh Son, Ambassador Nguyen Van Tho, and President of the China-ASEAN Friendship Association Gu Xiulian.
Bilateral trade turnover between Vietnam and China hit nearly US$40 billion in 2011, an increase of more than 30 percent from the same period last year, said Mr Son.
China invested in over 820 projects in Vietnam in 2011 with a total registered capital of US$4.2 billion to rank 14th among countries and territories investing in the country.

Participants in the event included Vietnamese Deputy Foreign Minister Nguyen Thanh Son, Ambassador Nguyen Van Tho, and President of the China-ASEAN Friendship Association Gu Xiulian.
Bilateral trade turnover between Vietnam and China hit nearly US$40 billion in 2011, an increase of more than 30 percent from the same period last year, said Mr Son.
China invested in over 820 projects in Vietnam in 2011 with a total registered capital of US$4.2 billion to rank 14th among countries and territories investing in the country.

“But I congratulate City on winning the league. Anybody who wins it deserves it, because it’s a long haul. At the end of our game our players didn’t actually know the results.
“Now, they’re really disappointed, I’m glad to say. There’s no other way they should be … It wasn’t our turn today.”
QPR’s fans celebrated meanwhile after the club’s Premier League survival was ensured as Bolton could only draw 2-2 at Stoke.
In the other issues to be settled on Sunday, Arsenal clinched third place with a 3-2 win at West Bromwich Albion while Tottenham sealed fourth place with a 2-0 win over Fulham at White Hart Lane.
Tottenham, however, face a nervous wait to see if they will advance to next season’s Champions League.
